History Behind Citizens Police Academies 1977 - The first CPA was conducted in England. 1985 - The first US CPA was held in Orlando, Florida At present, is is estimated that 45% of all police agencies in the United States have some form of Citizens Police Academy. CPA Structure - What exactly is a Citizens Police Academy? CPA is a series of informative, and often entertaining, training sessions, with a primary focus on police operations. It is an in-depth exposure to the police culture within our community. CPA classes will be taught by members of the Saginaw Police Department, with occasional guest speakers from other local agencies. CPA attendees, called Recruits, come from various walks of life, but live or work in our community. CPA Recruits come from all professions, but share a common interest and goal... "The enhancement of police and community interaction."
